Tips on starting a youth drum line?

I work with a youth / scout group (called Scouts) and 3-6 of adolescence young people want to start a drum line or drum corps. How do I take? I looked through a bunch of different sites corp drum and did not find much help. What are some basics of good (and scores) for that? What specific instruments (and how each) should I do? We really do not have money, so suggestions on where to find a good deal (but instruments of good quality) would too large. Any other tips / guidelines are also welcome. Thank you guys!
