Does anyone have tips on getting planning permission to revert back to previous use of property?

We obtained planning permission and extended our house to double the size. We would like to convert it into 2 separate properties but the council refused our application. The property used to be part of a terrace of several 2 up 2 down houses. Does anyone know if it is possible to apply for permission to convert to previous use and whether you need to do this in another way? Our council will not speak to anyone on the phone or give advice, they just tell you to send in your application so this is not an option available to me.
